The Phoenix City Council will take its final vote on the Middle Housing Text Amendment (Z-TA-1-25-Y AGENDA ITEMS 71 & 72) this Wednesday, Nov. 19, 2025. The most impactful action that Phoenix neighborhood and preservation advocates can take right now is to call the Council Members listed below. Ask them to VOTE FOR A 90-DAY DELAY in implementing the Middle Housing Text Amendment.
Who to Call:
Councilwoman Debra Stark – 602-262-7441 | council.district.3@phoenix.gov
Councilwoman Laura Pastor – 602-262-7447 | council.district.4@phoenix.gov
Councilwoman Betty Guardardo – 602-262-7446 | council.district.5@phoenix.gov
Councilman Kevin Robinson – 602-262-7491 | council.district.6@phoenix.gov
Councilwoman Kesha Hodge Washington – 602-262-7493 | council.district.8@phoenix.gov
Why a 90-Day Delay Matters
A short pause will give experts time to determine how middle housing can be implemented in a way that truly benefits all Phoenix residents. This delay is crucial to ensure that our historic districts are not put at maximum risk.
Currently, the Middle Housing Overlay is concentrated in just a handful of central historic neighborhoods. This concentration leads to several concerning outcomes:
These areas become the sole target for redevelopment.
Historic homes face increased demolition pressure.
Affordable housing gains will be minimal.
Phoenix deserves a better, more thoughtful plan. A delay also allows the Arizona State Legislature to consider amendments in the upcoming 2026 session. This includes a potential exemption for historic districts, which is vital for preserving our cultural heritage.
The Importance of Community Involvement
Your voice matters. Engaging in local governance is essential for ensuring that our community's needs are met. By calling the Council Members, you can advocate for a more balanced approach to housing development. It only takes a few minutes to make a big difference.
Conclusion
Thank you for taking action for our historic neighborhoods! Your participation is crucial in safeguarding Arizona's unique historic places and cultural heritage. Together, we can ensure these treasures are protected and celebrated for future generations across the state.
