The Phoenix City Council will take its final vote on the Middle Housing Text Amendment (Z-TA-1-25-Y AGENDA ITEMS 71 & 72) this Wednesday, Nov. 19, 2025. The most impactful thing that Phoenix neighborhood and preservation advocates can do right now is call the Council Members below and ask them to VOTE FOR A 90-DAY DELAY in implementing the Middle Housing Text Amendment.

Right now, the Middle Housing Overlay is concentrated in just a handful of central historic neighborhoods. That means:

Historic homes face increased demolition pressure
And affordable housing gains will be minimal
Phoenix deserves a better, more thoughtful plan. A delay also allows the Arizona State Legislature to consider amendments in the upcoming 2026 session — including a potential exemption for historic districts.
